Draper McGinley Planning Group is a financial advisory firm dedicated to providing financial and investment planning services. The firm, wholly owned by the partners of Draper & McGinley, is licensed with the state of Maryland (as a Registered Investment Advisor) to provide financial planning and fee-only (hourly) investment advisory services.

James A. Draper, CPA, MBA, Principal
Jim Draper has practiced public accounting in Frederick, MD for over 35 years. Formerly a member of the faculty at Mount St. Mary's University, Emmitsburg, MD (as well as a graduate of their accounting program), he has broad experience in the field of taxation with concentrations in real estate, start-ups and land preservation. As an active member of the business community, he has chaired the Heartly House board, been President of the Rotary Club of Fredericktowne, served as an officer in the Frederick Jaycees and the Monocacy Aquatic Club. Jim is a member of the AICPA, MACPA, Frederick YMCA Board and Treasurer for the Catoctin Land Trust as well as the Mid Maryland Land Trust.
Michael A. McGinley, CPA, Principal
Michael McGinley has practiced public accounting in Frederick and Hagerstown for over 35 years. While providing tax planning and accounting services, his speciality is in estate planning and administration. Michael is a Certified Specialist in Estate Planning, licensed through the National Institute for Excellence in Professional Education. Michael is a member of the AICPA and the MACPA. Michael graduated from Mount St. Mary's University with an accounting degree. He serves as a member of the Mount St. Mary's Seminary Rector's Council.
Joyce A. Draper, CPA, Principal
Joyce Draper has 32 years experience in providing accounting and tax services to businesses and individuals, including consulting with new businesses,and preparation of financial statements. She also prepares tax returns for individuals, corporations, partnerships and not-for-profit organizations. Ms.Draper serves on the President's Council of Mount St. Mary's University, where she graduated with an accounting degree. She is treasurer of the Frederick Business and Professional Women's Club and is the CFO of the Foundation of the Maryland Business and Professional Women's Club. She has served on the board of the Maryland Shakespeare Festival. Ms. Draper is a member of the AICPA and the MACPA. Ms. Draper and Mr. McGinley head up the firm's pension plan third party administration (TPA) division.
Catharine V. Fairley, CPA/PFS, CFP®, Principal
Catharine Fairley is a CERTIFIED FINANCIAL PLANNER ™ practitioner with the Draper McGinley Planning Group, as well as a CPA with Draper & McGinley, PA. Catharine graduated from Saint Mary's University in Halifax, Nova Scotia with a Bachelor of Commerce in Accounting, Summa Cum Laude, and moved to the United States in 1987. She has over 25 years of experience in providing financial, tax and investment planning advice as well as assisting local attorneys with the tax and financial planning aspects of divorce. She is collaboratively trained as a financial neutral in divorce matters. She has served on the board of the Maryland Society of the Institute for Certified Financial Planners and is currently a member of the Financial Planning Association and its National Capital Area group, as well as the MACPA and the AICPA. She is a board member of the oldest company in Frederick, Frederick Mutual Insurance Company, a local property and casualty insurance carrier,the Community Foundation of Frederick County and the Rotary Club of Carroll Creek. She has also served on the Board of Directors of Heartly House, Mother Seton School and other local charities. Ms. Fairley has had several articles on planning topics published and has been profiled in the New York Times for a family money makeover. She was a regular tax columnist for the Frederick News Post Business Week and still speaks regularly to various groups in the area on financial and tax planning matters.

Michele Mills, CPA, Principal
Michele Mills is responsible for the Firm's Accounting and Auditing Department. She has over 23 years of public accounting experience. She graduated cum laude from Frostburg State University. She specializes in governmental and non-profit audits, including audits performed in accordance with Governmental Auditing Standards and OMB Circular A-133. She has worked with several Federal and state agencies including the Department of Labor, Department of Health and Human Services and the Department of Education. She prepares compiled and reviewed financial statements and has experience with employee benefit plan audits. Ms. Mills is a member of the MACPA and currently serves on the Advisory Board of the Woman to Woman Mentoring Progam and chairs the Financial Oversight Committee.
Mike McGinley, CPA-VA, Manager
Mike McGinley, CPA-VA, ABV has been with the firm since 2007 as a tax manager. Prior to joining Draper & McGinley, he was in the audit practice with Deloitte & Touche for five years. He has broad cross-functional experience with Business and Individual Taxation, Attest Services including implementing International Financial Reporting Standards(IFRS), and Business Valuation Services (AICPA Accredited in Business Valuation). He is a member of the AICPA and VSCPA and a graduate of Mount St. Mary's University. Mike serves as the Board Treasurer for the Parent-Child Center of Hagerstown and is on the finance committees of Mother Seton School in Emmitsburg and St. Ann's Catholic Church in Hagerstown.
Eva Webb, CPA, Manager
Eva has ten years of public accounting experience providing accounting and audit services to clients. She specializes in audits of local governments, non-profit organizations as well as commercial entities. She joined Draper & McGinley, P.A. in November of 2005. Eva graduated from Mount St. Mary's Unviversity with a B.S. Accounting and a Masters degree in Business Administration. She is currently a member of the MACPA and is involved in the community by serving as a board member for the Mental Health Association of Frederick County.
